Synopsis: (Presentation will be presented at ISO 9000 Conference in Orlando in March)
In response to the performance-based contracting initiative, contracting agencies frequently establish a project delivery structure involving a prime contractor and successive subcontractors. The prime contractor typically establishes an over-arching Quality Assurance program to deliver against contracted product and service requirements by extending its Quality Assurance program to the entire acquisition. A Quality Assurance surveillance program establishes an oversight structure to monitor the performance of the prime contractor's Quality Assurance program. This presentation includes practical information and lessons learned, and shows selected results obtained on a nation-wide program.

Biography: Eugene Kirsch
Eugene Kirsch is a Senior Associate with Booz Allen Hamilton. He has nearly 25 years of experience as a Quality Manager and as the program lead for establishing quality management systems for large systems integration programs. He currently serves as the Manager of Quality Services, Global Operations Team, Booz Allen Hamilton, Inc. He is a Certified Software Quality Engineer, an ISO 9001 Lead Auditor, and holds a Foundations Certificate to ITIL. He currently serves as a voting member of TC 176, US TAG to ISO, a Senior Member of ASQ, and the Chair, Section 509, the Washington-Maryland Metro area section of ASQ.  He was the Past Chair, Section 509's ISO 9000 Users Group. He is also a Judge for the ASQ International Team Excellence Awards and a Baldrige Examiner for the Maryland Performance Excellence Awards.
