a Tale of Two Journeys to Excellence

Program Summary:

The presentation will track the City of Coral Spring, Florida's evolution toward receiving the Baldrige award for Performance Excellence. Coral Springs is the first and only municipal government to receive this recognition. A brief description of the approaches used in the respective criteria areas will be covered. The presentation will also provide an "out of the box" answer to the oft asked question "Where do you begin a Baldrige journey?"

The focus will then shift to the on-going performance excellence initiative at the US Department of Commerce. The department is "borrowing" elements of the Coral Springs and Washington State excellence programs to inspire and accelerate their program. It is also incorporating best practices from the 12 DOC bureaus. This part of the program will discuss some of the challenges of using the excellence model in a cabinet department with 40,000 employees, located in every state and the monumental Hoover Building. Progress to date will be reported and the major milestones in FY 11/12 plans. There will be a brief discussion of how the Baldrige Criteria dovetails with the GPRA Modernization Act.

Speaker Biography:

Mrs. Heflin-Ewing served as the Organizational Development Coordinator for the City of Coral Springs from 1994 until 2008 and was a major contributor when in 2007 Coral Springs became the first municipal government to receive the Baldrige Award.

Mrs. Heflin-Ewing was with the Department of Commerce, Office of the Secretary early in her career as an intern and then spent eight years with the DOC Economic Development Administration. In 2010 she returned to the DOC to serve as the department’s Director of Performance Excellence. In this capacity, she is facilitating the work of the Performance Excellence Council, which is charged with creating a process improvement culture in the department. She also is a principal in the development and deployment of Balanced Scorecards throughout Commerce.

Mrs. Heflin-Ewing has served as an Examiner in the Baldrige program and the Florida Sterling program. She has consulted with NATO on development of their system of Balanced Scorecards and served as the Director of Budget and Research of Pima County, Arizona. She was a Consultant/Trainer for the Florida Institute of Government, and has served on the Board of the League of Women Voters in two Florida counties.

Mrs. Heflin-Ewing received a B.A. in Political Science from Western Maryland College and a Master’s in Public Administration from the University of Maryland.
