Program Summary:
No self-respecting organization – especially
one pursuing performance excellence-
would consider operating without thebenefit of
performance measures. This would appear
obvious. However, putting this into
practice is fraught with challenges. It
turns out that many managers and leaders are
simply terrified over the prospect of being
measured and applying objective facts to their
complex operating worlds. The fact is
measures have power and that power can be
harnessed by any organization to drive the
behavior and performance it wants. This
presentation will explore TSA’s journey to
building an effective metrics infrastructure
along with elements that need to be in place to
maximize the impact of those measures on
organizational performance.

Biography: Robert J. Scanlon is
Assistant General Manager, Operational Process
& Performance Metrics for the
Transportation Security Administration.
He has held this position since January 2006
after serving in a variety of management
positions in Aviation Programs, Aviation
Operations, Personnel Security, and Mission
Support since joining TSA in May 2002.
Until very recently, he was responsible for the Enterprise Performance Management platform, a mission-critical system used to collect, analyze, and report on operational performance to senior TSA leadership. Among the key leadership reports supported by this system, the most significant is the Management Objective Report (MOR) which is used to drive improved performance and which has contributed approximately $300 million in operational efficiencies since 2007. This system has been recognized by a number of external organizations, most recently by The Data Warehouse Institute (TDWI) at their national conference in August, 2010 as a best practice in government.
His prior work includes 28 years of Quality management experience at the US Postal Service, Southern Pacific Railroad, and Caterpillar Inc.
Bob earned a BS in Metallurgical Engineering from Missouri University for Science & Technology (formerly the University of Missouri – Rolla), and holds ASQ Certifications in Quality Engineering, Reliability Engineering, Quality Management, and Lean Six Sigma. He was elected a Fellow by the ASQ Board of Directors in 2011. He has served for 13 years as a Member of the Board of Examiners for the Malcolm Baldrige National Quality Award.
In January
2009, he received the Individual Excellence
Award from MicroStrategy at their annual World
Conference for his leadership in driving the
effective use of business intelligence at TSA.
